Dietary Supplement Regulations and Licensing

Before launching your own dietary supplement brand, understanding the regulatory framework is essential. Dietary supplements occupy a unique space between food and medicine — regulated as food products but subject to specific rules about composition, labeling, and health claims.

Regulatory Framework in Turkey

Legal Classification

In Turkey, dietary supplements (takviye edici gıdalar) are classified as food products and regulated by the Ministry of Agriculture and Forestry under the "Takviye Edici Gıdalar Tebliği" (Communiqué on Food Supplements).

Dietary supplement regulations in Turkey

Product Approval Requirement

Dietary supplements require product approval from Turkey’s Ministry of Agriculture and Forestry before they are placed on the Turkish market. Check the current application procedure and product-specific documentation; notification alone is not sufficient. A preparation file may include:

  • Product formulation and ingredient list
  • Label draft
  • Analysis report from an accredited laboratory
  • Manufacturing site documentation
  • GMP certificate
  • Stability data

Labeling Requirements

  • "Takviye Edici Gıda" / "Dietary Supplement" designation must appear clearly
  • Recommended daily intake amount
  • Warning against exceeding recommended dose
  • "Not a substitute for medicine" warning
  • Active ingredient amounts per daily dose
  • "Keep out of reach of children" statement

Permitted Health Claims

Health claims must be scientifically substantiated and approved by the relevant authority. Unlike pharmaceutical drug claims, supplement claims cannot state that a product treats, cures, or prevents any disease.

Export Market Compliance

  • EU Market: EU Food Supplements Directive compliance; Novel Food regulation for newer ingredients
  • US Market: Applicable FDA dietary supplement rules, including new dietary ingredient notification when required; supplements do not receive general FDA premarket approval
  • Gulf/MENA: GSO standards; Halal certification often required
  • Japan: Foods with Function Claims (FFC) system

Before the next supplier discussion

Request the following evidence and record any gaps before approving a quote or production run.

  • Ingredient and specification file
  • Label or claim review
  • Shelf-life or stability rationale
  • Batch and traceability record

Next steps

  1. Ask for the exact product form and target market.
  2. Request certificate scope and recent test evidence.
  3. Define sample, pilot and release criteria before price comparison.
